From the wreck of the sovereign debt crisis Germany has unquestionably emerged as Europe’s pre-eminent power. And a central tenet of the German solution to the crisis – for it is primarily a German solution – is that other eurozone members must be recast in their mould of fiscal orthodoxy and financial conservatism. Debt is to be regarded as immoral; current account surpluses are de rigueur; all but marginal budget deficits will be punished; and financial innovation is to be throttled by regulation. What, fellow Europeans might ask, is the wellspring of this providentialism and homespun finance?
The usual explanation emphasises the traumatic experience of the 1920s Weimar inflation, which lingers in the German memory more than the slump that brought Hitler to power. There are nonetheless deeper factors at work, not the least the etymological link between debt and guilt in the German word schuld. The fear of currency debasement was entrenched long before the 20th century. Frederick the Great in the Seven Years War debauched the currency several times to fund the fighting. Note, too, that Goethe’s Faust Part II brilliantly describes the perils of inflation. Mephistopheles urges the emperor to use undiscovered gold beneath his lands as putative collateral for promissory notes to pay the army. When the emperor and his court find they can print money without restraint, their wild spending leads to an inflationary spiral and civil chaos.
This, from the man who served as privy councillor at the court in Weimar, was more than prescient, given that Germany had yet to acquire a note-issuing bank when the work was written. In the 15th century the cities of the Hanseatic League were profoundly suspicious of credit. They largely excluded foreign bankers. Merchants tried to balance trade bilaterally, relying partly on barter while making some use of coin. The economic historian Raymond de Roover reckoned the League’s credit institutions were about two centuries behind the Italians in 1500.
As the 16th century progressed, southern Germans such as the Fugger family became more competitive vis-à-vis the Italians. They developed a system of financial intermediation involving borrowing from wealth-owners everywhere and lending to monarchs. Yet they still mistrusted innovation deeply.
Then the big innovators were the Genoese, who developed the equivalent of interest rate swaps in lending to Spain’s government. In a form of securitisation they also used inflows of silver to Spain to finance the delivery of gold to pay Spanish troops in the Low Countries. According to the historian Fernand Braudel, the horrified Fuggers thought this an unworkable sleight of hand. So the Genoese were able to erode the Fuggers’ share of business with the Spanish treasury.
German banking continued to lag behind in the 19th century, while in the 20th big German banks were slow to respond to the importance of plastic cards, securitisation and derivatives markets. Does this conservatism matter? The Germans are superb manufacturers, while the Americans and British happen to have bigger financial sectors. Globalisation and the law of comparative advantage are all about specialisation. Yet the cultural bias is arguably a disadvantage. A shortage of equity in both banking and the non-financial corporate sector leaves Germany’s economy vulnerable to shocks.
The apparent lack of understanding of the reciprocal relationship between debtors and creditors is more damaging. No one can run persistent current account surpluses without somebody else running up deficits. There are also double standards here. The family of Perth man Charles Zentai says an eleventh hour decision by the Federal Government to seek a High Court ruling on their father's long-running extradition battle, is disappointing and frustrating.
The Home Affairs Minister Brendan O'Connor will apply to the High Court for special leave to seek its determination on what constitutes a war crime, before the case can continue.
MrZentai , who turns 90 next month, is wanted in Hungary over the murder of a Jewish teenager in 1944 and has fought his extradition since 2005.
The Federal Court had previously ruled that MrZentai could not be surrendered to Hungary, because war crimes were not a criminal offence under Hungarian law in 1944.
The Home Affairs Minister Brendan O'Connor says it raises a significant issue for Australia's extradition regime.
MrZentai 's son Ernie Steiner says his father, an Australian citizen, should not be used to resolve the government's extradition policy.
"There are many people in Hungary who are questioning the tactics and the value in pursuing these types of case when the evidence is so flimsy," he said.
Mr Steiner says he is disappointed the government will not support his father with better representation
"We hope someone will come to my father's aid," he said.
"My father can't afford to spend out anything more on legal costs so it would have to be done within certain constraints; pro bono or for legal aid rates."

America has oil; we should tap into it
Why can't we start drilling for the oil in Alaska we know is there? Why are we restricted as to where we can drill for oil in certain areas because the environmentalists want to save certain endangered species of wildlife? People are vastly more important than wildlife, I would think. Additionally, why can't we start using our oil reserves?
The price of gasoline keeps going up. It gets to a point where the companies that deliver goods of all kinds have to raise rates to pay for the rising cost of gasoline. So the companies that they deliver on behalf of have to follow suit and raise their rates, whether they are factories, stores or whoever receives these products. The buying public, in turn, has to face the rising costs. How? With a dwindling paycheck or no paycheck at all.
We know there are thousands of people unemployed all over the country; some people are losing their houses, living with friends if they are lucky; families are breaking up; and people are living in shelters. True, there are charities helping out. But having a job, holding your head high, keeping your house and feeding your family do mean everything.
Just think about it. Why do we have this terrible spiral crippling us when we have our own oil? We are one of the biggest users of foreign oil in the world. If we cut down on our dependency on foreign oil, those countries would have to eventually lower their price for a barrel of crude and we wouldn't have to be solely dependent on them. Think about that spiral.

Don't buy car just because of gas prices, analysts say
Buyers shifting their shopping to small, fuel-efficient vehicles because of high gas prices run the danger of making a long-term decision on a short-term price spike.
They could find themselves driving a car they don't want, some analysts warn.
"It is like people who look out the window, see that it is raining and then think it is going to rain for the next four years," said Jack Nerad, an analyst with auto information company Kelley Blue Book Co. Inc. in Irvine, Calif.
Though most oil watchers believe the cost of petroleum is on an ever-upward curve, the steepness of the climb is likely to be uneven, and it's not clear whether prices will remain high if political turmoil in Arab oil producing nations recedes.
"The prices of gasoline could collapse overnight if things settled down in the Middle East," said Phil Flynn, an oil analyst with PFGBest Research in Chicago.
Unpredictable
The problem is that no one can predict whether the revolution in Libya and unrest in neighboring nations will be limited or spread, disrupting oil supplies from Saudi Arabia and other Persian Gulf nations.
That means gas and oil prices will remain high until commodities traders and petroleum buyers have a better sense of where the political situation is headed, Flynn said.
For now, there is significant spare petroleum capacity in Saudi Arabia and reserves in other major markets, "which could be very helpful in defraying a price-spike episode," said Ellen Hughes-Cromwick, an economist at Dearborn carmaker Ford Motor Co.
But with gas prices well into the $3-a-gallon range nationwide and hovering at $4 in some areas, consumers are starting to migrate to smaller cars. Ford's subcompact Fiesta sells best in California, where gas prices are among the highest in the nation.
The trend is reflected in Web traffic at auto information and pricing Internet sites.

At kbb.com, the Web portal for Kelley Blue Book, searches for hybrids and electrics jumped 73 percent from the weekend of Feb. 19-20 to Feb. 27-28. Traffic to compact cars as a segment blossomed 46 percent in the same period.
